Anti-reform Lawmakers Hit with Attack Ads
by Kevin Hogan - The Troy Record
[May 1, 2000]

A group of New York high school and college students is going after more than two-dozen state lawmakers for their alleged failure to support meaningful political reforms.

With money and guidance from a New York City campaign finance reform advocate, the student group- students4reform.com- said it was time that state legislators pay the "political price" for blocking important campaign finance and lobbying law reforms.

Students4Reform.com, which is also that name of their Web site, said their new television commercials will tell residents to "vote against" 27 Assembly and Senate members the group believes have not supported needed reforms.

Although many of the state's 211 lawmakers fall into that category, the student group says it has indentified the 27 legislators because they are in marginal swing election districts and more vulnerable to defeat.

"We are distressed at the slow pace of reform in Albany, which is virtually nonexistent," said Charles Juntikka, a Manhattan attorney and campaign finance reform advocate, who has organized and largely financed the students4reform.com group.

"We are here to make sure that this year the leadership pays a political price and we will do that by going directly at the heart of their power- attacking rank-and-file members," Juntikka told reporters at a press conference Monday to unveil the new TV ads.

Since last fall, the group has sent 80,000 postcards to independent voters in 26 Assembly and Senate districts urging voters to voice their support for political reforms by calling their local legislators, as well as Gov. George Pataki, Senate Majority Leader Joseph Bruno and Assembly Speaker Sheldon Silver.

To the students group's surprise, people used the toll free telephone numbers, phone systems at the Capitol were flooded and aides to legislative leaders were irate, according to Juntikka.

The new TV attack ads will target the individual rank-and-file legislators, as well as the state's three leaders- Pataki, Bruno and Silver.

Students4Reform.com have produced four separate commercial: one attacking Senate Republicans for failing to enact campaign finance reforms and one ad for their failure to support budget reforms; one for Democrati assembly members for not passing a tough gift ban; and one TV spot against Democrats and Republicans who blocked ballot access reforms for all elected offices.

Eleven GOP senators and 16 Assembly Democrats will be specifically named in ads run in their home districts, Juntikka said.

The only Capitol District legislator being singled out is Assemblyman Paul Tonko, D-Amsterdam. Those TV ads are slated to start airing on Thursday.

While Bruno has blocked campaign finance reform legislation from reaching the floor of his house, Juntikka said the Rensselaer County Republican deserves credit for imposing a tougher ban on senators accepting gifts.

"At least Sen. Bruno came forward with a pretty good gift ban bill," Juntikka said. "It just made us nuts that Sheldon Silver and the Democrats did not go along."

Silver's office declined to comment Juntikka's comments and the upcoming wave of TV ads against Assembly Democrats.

Mark Hansen, a Bruno spokesman, said GOP senators have played a significant role in advancing budget and lobbying reforms.

"We feel (Juntikka) should be a little better informed before trying to attack some of the Senate majority members that have really been at the forefront of these issues," Hansen said.

But critics say that Senate Republicans have no interest in passing campaign finance reforms. Pataki, a Republican, proposed sweeping reforms last June and Assembly Democrats passed its campaign reform package in January.

"It's an issue that we're looking at and we expect to take some action on," said Hansen, declining further comment.
